Penny and Blanchard children: Dave was my ROTC instructor while I was a cadet at Hofstra University, and he was one of the finest officers I had the good fortune to ever meet. He was a Christian gentleman, and I was blessed to have had him as an instructor and mentor early in my military career. I was saddened to hear of his passing and the world is a lesser place without Dave in it. Please accept my sincerest condolences at this late date. Paul Connors
